The true nature of the
ERIKA / TotalFina-Elf cargo

Ray of hope at the French National Assembly ?

We have just received a invitation to the Inquest held by the Commission of the National Assembly on the Maritime Transport Security. - President Daniel PAUL - Deputy of the Seine Maritime (Communists) - Reporter Jean Yves LE DRIAN Deputy of the Morbihan (Socialists) for a joint hearing of the Analysis on 15th March at 4h15 p.m.

The latest GC/MS (1) analysis published by Paris Match on 9th March 2000 was carried out upon request of the journal by two independent laboratories. A sample of ERIKA's cargo was taken from the sea just above the wreck by helicopter. This operation was controlled by bailiffs and confirmed the results announced by Analytika end of January 2000 about the highly carcinogen character of the cargo.

The failure of the French Sanitory surveillance system

The results that were published by the INERIS - three months after the sinking and once thousands of volunteers were already exposed without having being informed or trained to deal with highly toxic waste - show how our sanitary surveillance system failed.

This system is concentrated in the hands of civil servants and academics who are easily gagged with all sorts of pressure coming both from the government and from industry - and which they cannot resist since their very livelihoods depend upon them. Yet again these people have shown themselves to be incapable of delivering information that is honest, scientific and true.

THE "ACCOMODATING ATTITUDE " ADOPTED BY INERIS.

As early as January 2000 we pointed out the heavy presence of numerous members of the PAH family (Polycyclic Aromatic Hydrocarbons) (substituted PAH and Thiopolycyclics) - formally identified in our investigation. To our knowledge there is no toxicological data available in Europe but their carcinogenicity has been formally recognised by the US Agency for the Protection of the Environment US-EPA. Our analysis of Erika's rejected cargo showed 130 components for which we carried out a systematic search for mass spectral similitude, which led to the identification that follows. Erika's waste is a very rich mixture of substituted PAH and thiopolycyclic components which are carcinogens too. Yet, in its official conclusion, INERIS only mentions 16 "listed" PAHs and swept the other carcinogen components under the carpet !!

Jacques CHIRAC, President of the French Republic,
Le Croisic Friday 21st January 2000-03-16

"The view of an oil slick should be as devastating for the charterer and the ship owner as for the victims."

"It is no longer acceptable that the public should suffer the full impact of damages caused by a unbridled race for profit..."

But the heart has reasoning that the Government ignores !! as show the governmental declarations of 3rd February 2000 at the French National Assembly :

Lionel JOSPIN - Prime Minister :

"it is not essential to read between the lines of all of the indications made in the Analytika laboratory's report."

(Basing his arguments on what gave TotalFina).

Dominique VOYNET - Environment Minister :
"There remain a number of doubts concerning the sample and test conditions of the Toulon based laboratory whose findings mention 'toxic' waste."
(talks about our results, previously ignored by her department )

ANALYTIKA's determination remains intact and:

-we aim to address authorities who are concerned by the oil spill - and supposedly competent to deal with it- by bringing their attention to the fact that encouraging volunteers to decontaminate beaches constitutes a risk to public health. In the present situation, the general public has been - and is continuing to be - exposed to toxic substances from the Erika cargo, notably carcinogens and mutagens.
(Cf. the European Directive 76/769/CEE, modified on 28 October 1996, specifying that 'such substances should not be exposed to the general public').

- we demand that the decontamination process on French coasts be exclusively carried out by specialists, trained and paid by TotalFina (according to the "you pollute - you pay" principle"). Furthermore, we insist that Prefectures throughout French departments affected by this ecological catastrophy, STOP asking for voluntary participation from the general public.

- we also request that our results concerning the true nature of the ERIKA cargo be audited by an independent body of experts as soon as possible. We call upon a commission of European experts to carry out this audit, selected by the European Environmental Commissariat, none of whom should be linked to the petrol industry in any way. "
